An Army jawan attached to the Defence Service Staff College, located inside the Wellington cantonment in the Nilgiris district, was arrested on Friday for allegedly raping his superior officer’s minor daughter on Thursday. The jawan, Bupender Singh (28) was working as an orderly in the house of the eight-year-old girl’s father, a colonel.
The girl’s father, a native of Madhya Pradesh, and his wife, also a defence officer in the rank of major, were working in Punjab. They were transferred to Wellington 20 days ago. The jawan, a native of Uttarakhand who was working in the officer’s house in Punjab, also got a transfer and came to Wellington, police said.
Singh was arrested based on a complaint filed by the girl’s mother. “Based on the complaint, an enquiry was conducted. Subsequently, Bupender Singh was arrested in the evening,” police inspector Chennakesavan said. He was charged under IPC Section 376 (rape) and remanded in judicial custody. The girl was sent to Ooty government hospital for medical examination on Friday and the doctors confirmed rape, police said.
The couple was staying in a house in the army quarters. The alleged incident took place on Thursday when the girl’s parents had gone for work. The girl had not gone to school as she was sick and was alone at home. She shouted for help and neighbours rushed to the house and caught the orderly red-handed.
“We charged the jawan with rape only after the getting the doctor’s report. He has been lodged in Coimbatore central prison. We are conducting a detail inquiry,” Chennakesavan said.

here two issues are available .
1. Rape of the minor girl , it should be trailed by the under IPC 376, and exemplary punishment to be given to the culprit .
2.why Jawan is found in the Officer mess /quarters area , it is supposed to be out of bound for him ?
And Jawan is doing the but mans job of the officer , in colonial time the officers dress to be prepared by the jaw an, even this rule may not be available in British army also , still this dirty tricks are permit ed by the Indian army , this rule are to be removed and those who are performing this act to be brought into the books . Because the officer and Jawan both are government of India Employ , And as per the 6th pay commission there is no vacancy for the peon /lascar in central Government ,and as per the his grade he is equivalent to the LDC , So treat them as per his stander-ed .Can any one can think ,one section officer or even under secretary in Delhi central Secretariat,can ask his Ldc to bring the drinking water to him ? Then the things will comes to ups to down ,then why only with army ?once it is not permitted in Air force/Navy ?
So it is time requirement , please remove the illegal rules and do not miss use the manpower.

Ans now end Orderly/Helper system still in vogue. The parents in the instant case had asked for it by getting the jawan transferred or attached as is very common for the Regiments to spare jawan for such sedentry jobs though none of the officer if on course was authorised any Helper in a peace station.
Raping an eight years old girl is more than a rape. In addition to the maximum sentence as per the IPC, his male organ should be cut from its roots as an example of punishment to the maniacs.

This system of helper should be immediately removed from army. Even when the officer is serving in field area and his family stays away in Separated family accomodations they keep minimum 2-3 helpers which is bound to have problems. If officer is staying in field and only he is authorised a helper why should the officers be given helper for their family back at home that too 2-3 helpers.
