Ladakh troop mutiny underlines Army class tensions

Forty-eight hours after troops of the Ladakh-based 226 Field Regiment staged a revolt against officers they said were responsible for the brutal beating of an enlisted man, the Army is facing hard questions whether its colonial-era institutions are generating a crisis within its ranks.

Men of the 226 Field Infantry marched through the town of Nyoma late on Thursday night, armed with rods and knives, seeking to hunt down five Major-rank officers they said were responsible for the brutal beating of Suman Ghosh — an enlisted man assigned as a personal valet.

The men also staged protests, using loudspeakers to shout slogans condemning the officers and raise nationalist slogans. The fighting left at least three soldiers — including the sahayak —injured.

Early on Saturday, highly-placed military sources told The Hindu, Leh-based 14 Corps Commander Lieutenant-General Ravi Dastane finally hammered out a deal with the soldiers — a deal which promises officers who used beatings against enlisted men will be punished, in return for the soldiers relocating to their base at Thiksey.

In New Delhi, the Army Headquarters described the clash — the worst of its kind since some units mutinied in 1984 — as “an incident of indiscipline,” not a mutiny. The Army has set up a court to inquire into the incident.

Officers, not Gentlemen?

Late on Thursday evening, after the 226 Field Regiment finished a firing-practice session with their 105-millimetre mountain guns in the Mahé range near Nyoma, witnesses saw a fracas break out. Major A.K. Sharma, one of the unit’s officers, claimed his wife was insulted by the sahayak. A highly placed source at 14 Corps Headquarters told The Hindu that the officer’s wife complained that Ghosh waked into her room without knocking while she was having a shower.

The sahayak, witnesses told The Hindu, was dragged into the Beacon ground near the range, and beaten up. Major Ankur Tewari, Major Kapil Malik, Major Thomas Verghese, Major A.D. Kanade and Major Sharma himself joined in the beating, documents seen by The Hindu say.

From the witnesses’ account, it is clear the men of the 226 Field Regiment did nothing — until it became clear Ghosh had suffered significant injuries. Major Kanade, however, allegedly refused to allow the men to move Ghosh to a medical facility, perhaps fearing it would lead to an internal inquiry on his conduct.

The irate men then began arguing with the officers; witnesses say there was a heated argument, accompanied by some pushing and shoving.

226 Field Regiment commander Colonel Prasad Kadam intervened, reprimanding the officers for their conduct — only to be allegedly assaulted by the five.

The Majors, witnesses said, then fled as troops arrived, saving Colonel Kadam.

Fearing attack by other Army units, some men barricaded themselves inside the quarter-guard, housing the armoury, while others marched into the town shouting Bharat Mata ki Jai [“Long Live India”]. Major Sharma was captured and beaten up; the men moved him to hospital thereafter.

Early on Friday morning, Major-General A.L. Chavan, commander of the Leh-based 3 Infantry Division, arrived in Nyoma and began negotiating with the troops, promising them that force would not be used.

In a press release, the Army Headquarters insisted that Col. Kadam’s injuries were “superficial,” but highly-placed military sources said he was still in a field hospital on Saturday afternoon.

Simmering class tensions

Earlier this month, the Army announced it was considering doing away with the colonial-era institution of the sahayak, or batmen as they were earlier known — trained soldiers who are assigned to serve as valets.

The 30,000-odd men serving as sahayaks are expected not just to ensure that their officers’ uniforms are in order and their personal comfort is cared for, but ferry their children to school and help with their spouses’ shopping.

The batman system was long abandoned in the British Army, from which India drew it; even Pakistan dropped the institution in 2004. In India, however, it remains in place — a major cause of humiliation for men enlisted to serve their country.

It isn’t only the institution of the sahayak, though, that is a cause of friction: India’s two-class Army, divided rigidly between sahibs and men, ill-reflects the social realities of the country today.

For its part, the officer corps is ill-equipped to deal with a changing world. In a recent article, scholar Srinath Raghavan pointed out that the Army recruits officers “at a much younger age than most other democracies.”

Colonial-era culture

Their subsequent in-house education submerges young men in the military’s colonial-era culture, leaving them ill-equipped to understand the changed values and aspirations of the soldiers serving under their command.

“In the first decades after Independence,” a retired officer told The Hindu, “enlisted men came from backgrounds which led them to unquestioningly accept feudal attitudes and values. The officers were also products of the same feudal landscape. It doesn’t exist any more — but the institutions remain.”

this type of behaviors are most common in defence ,it is because of the rules and regulations available with the defence for the jawan . there is no rule for man in power . defence is carrying the rules of english era whiches required to be changed . our constitution also old but it is being ammended time to time as per the requirement of time .why not the english rules atleast it can be consider that jawan being commanded by his own country man not by english.

ALREADY POSTED THIS FOR ANOTHER NEWS ITEM & IS ALSO REQUIRED HERE.:–
Next time the Jawans / other ranks may also be wanting permissions to take their wives/families to the field firing ranges in the tough high altitude, border, mountain area to let them have a feel of the same. They may be better behaved than their counterparts in the officer cadres. Then what will the batallions do ? The indscipline is a related term. The Jawans are the people who have been trained & taught to respect their officers and maintain the descipline. It must have been a case of extra-mental imagination on the part of the officer’s wife thinking that she could do anything & behave in any manner thinking that the Jawans are goolams of officers & not their life saviours in times of wars. Let us say if the officer was taking his wife to the field firing range, he should have briefed her properly & explained to her the customs to be followed. But it had not been done by the officer. Probably, the officer was a newly married person, and he might have taken his wife to Ladakh where the officers are allowed to keep their families now in LEH. Now there are family accomodations in LEH. This has been done specially because LEH & other areas have been opened for tourists as a govt. policy. The only thing lacking was that the particular officer’s wife may not have much experience of regimental life / regimentation. Therefore she might have unknowingly acted in that manner exceedingly that may have outraged the self respect of a Jawan in the difficult high altitude areas. Certainly also for the Jawan it was an action at the spur of the moment, otherwise he would have loved to respect the officer’s wife from the inner side of his heart because they are trained in regimentation. It was a stray incident which could not be avoided but happened. There is nothing like a mutiny in it except to call it a sad moment which happened. It should be forgotten & the whole unit should be brought down to a peace area to again live & train together & recover the lost love & inter relations. They are one & same. They will forget it in a short time & again and will be ready to go to the borders for the country. The whole problem should be tackled with after proper investigations & not just on the reports of the media sitting in Delhi Etc.

What about that poor woman who was molested! Strange no one is talking about that? It is also strange that an unfortunate incident in one of more than 1000 units of a million strong army is being blamed on COAS. By same token, what about role of Mr Antony? Let us for a moment accept that Gen VK Singh is to be blamed for all that went wrong in last two years. What about those pay anomalies which unresolved since 2006. Rank pay issue festering since 1986. What about denial of equal opportunity to soldiers suffering due to different and discriminatory yardstick for disabilities as compared to civil employees! What about destruction of careers like that of Major General Ravi Arora to clear the way for chosen one? What about those tents pitched on roadside in front of VIP housing security staff? What about telephone attendant wrangled by every Group A civil servant or loot of public exchequer in name of camp office. And please have the intellect and facts to answer rather then running away by deleting own comments and reply there to!

Was that woman really molested? That too at firing range!!! that too at highest battle field.!!! First of all congrats for her and her loving husband.. who did their best to record this World’s highest molestation……

The thing is not about molestation.. Its deeply rooted into the cultural changes that are swapping wholeof Indian Society. The narrowing gap between the one who is commanding and the one who is being commanded.! The gap may be any thing like Intellectual of financial.

This narrowing gap is being recognised through out the society, You wont be surprised if some class-III or IV employee travel by AC-III or AC-II.
Its only army that has failed to recognise this gap and has still treated their troops as the bloody servent of Officers,who are nothing more than a Jawan being it be intellect or family background, as they used to do in colonial regime.
This narrowing gap is bone of contention between the officers and jawans, which got its realisation in the said incidence.
Most important thing was that Jawan got courage from officers who took their own senior to manhandling.

Incident certainly is sad,irrespective of circumstance,for which Officers & Their Families should resrtain from IMPULSIVE ACTION & THERE BY MAKING IT A PUBLIC ISSUE & UNDER MINING THE OFFICERS CATEGORY,WITHOUT WHOM ARMY CANNOT GO TO WAR,though agree the behior of JAWAN IS PROVOCATIVE.But ,Jawans taking LAW in the HANDS,BESIDES BEING CONDEMABLE, IS ATROCIOUS.Donot the TROOPS TOLERATE SUCH BEATING BY JCOS/NCOS?????.My FEAR isSuch INCIDENTS ARE INCITED BY LOWER APPOINTMENTS,TRUTH OF WHICH WILL NEVER SURFACE,UNFORTUNATELY.
TREATING SAHAYAK AS DOMESTIC SERVANT IS NEVER ACCEPTABLE,why DID NOT COMMANDING OFFICER ANICIPATE SUCH BEHAVIOR OF JAWANS IN FIELD AREA PARTICULARLY WHEN THEY ARE AWAY FROM THEIR FAMILIES?
No Doubt officers & their Families Should TAKE Precautions,BUT PLEASE GENERALISE OFFICERS & CONDEM THEM,to cover own skin in the INVESTGATION.There have been more SERIOUS & UNPARDAINABLE BEHAVIOR ON PART OF JAWANS.

The sahayak system in the army is degrading the humanitarian aspect of the jawan who is trained as combatant to face the adversities. I have seen offrs and ladies misusing the sahayaks for all sort of menial errands. Good somebody has woken up to do away with the system. But again recruiting non-combatants will not serve the purpose as our army is top heavy and the senior offrs will have far too many persons working for them and the junior offrs might not get any facility at all. So the best way would be to make provision for size-able/suitable allowances so offrs can make own arrangements within the limits laid down. This will go in a long way and will not make comparisons and also might bring in lot of manpower misuse under control as is the case now.

est corrective measures.We should not forget that in 65 years some 10to 15 incidents have occured in our armed forceswhich we have to take serious note of staRTING WITH THE iNDIAN NAVY UPRISING 1946,followed by rapes by sikh regt in op-Goa then the Air Force terrycot uniform for ORs and many more .We should all wake-up to the reallity of this grave problem facing and only the armed forces can resolve this grave issue speedilly otherwise it will reach a point of No-Return.

So called un gentleman officers, the five majors have set an example of taking law in to their hands by beating the Sahayak. Why not the soldiers follow the same example? It is inhuman to put a helper to family of an officer and beating him. Unfortunate event.
First and foremost the five majors must be sent out of service for making such a bad example of a gentleman officer then other solders can be distributed to different units may be with a warning.

I wonder why army maintaining separate facilities including toilets for officers & jawans. Another example of untouchability. In this way they develop much debated ‘bonding’ & ‘leadership’? In 21st century, IA practicing lord wellington’s fuedal principles. A complete overhauling is required and army should initiate first. Master slave system should not be tolerated anywhere in democracy. Officers will definetely oppose abolition of sahayak system as they are beneficeries. Lincoln also faced fierce opposition from masters while liberating slaves.

in armed forces the british era difference between officer and soldier is still maintained why there r seperate toilets seperate messing seperate waiting room seperate swimming pool timings seperate lines for canteen and medical facilities seperate place for cinema, i m sick of all this difference. The difference is even maintained for families also. On a picnic there will be seperate counter for officer familiy and soldier family. The food quality is also poor for soldiers. Nothing has changed in defence. It seems that the officers are british and soldiers are indians of the 1900 era.

For the last few weeks there has been too much of stress by everyone on the system helper in army. How ever it is good for the young aspirants who want to become army officer that this matter is being highlighted. they should be made aware of the following facts before joining.
1 The big support for the officer the helper system is being withdrawn
2 The CSD system is under big question and At present it is almost impossible to get a car through CSD in time when the officer requires it because waiting period is high and lot formalities are required now
3 Army is different from all other organisation so the army officer and hence they do not deserve to get pay and pension equal to others so country is degrading them in each and every pay commission. like every group A officer gets into the scale of 67000-79000 before retirement where as in case of army officers only 0.1 percent reach in that level (only LT GENs get that pension) see the indianmilitary.info website being run by Navdeep.
4 An addition to all the above the previous vagaries has to be faced by the new comers.

IT IS VERY VERY SAID INCIDENT. GEN VK SINGH HEAD MUST BE IN SHAME WHEN YOU KEEP YOUR INTEREST [AGE ROW] HIGHER THAN NATION & MEN YOU COMMAND THAN YOU PAY THIS WAY. THIS IS A PARTING GIFT TO COAS FROM HIS TROOPS .UTTER LACK OF COMMAND &CONTROL , POOR REGIMENTATION.WHEN YOU DO NOT TAKE WELFARE OF TROOPS & BUILD THEIR MORALE SHARE THEIR PROBLEMS THEN YOU PAY THIS WAY.

A major[means major] rank WHICH was achieved in 13/14 years[ IN THIS TIME AN IAS BECOMES JOINT SECRETARY]. The officer has enough experience to command a company & such incident rarely happen due to negligence of officer wife.
Now a major rank is achieved in 5 years. He has hardly any ground experience to command a company/battery as most of time is gone in various courses. He further lacks maturity & experience to command a company. He is just married & unable to train her for services conduct /duties.
A jawan living in difficult situation is to be looked after like a young brother. Bad treatment will give rise to indiscipline & troops taking arms to defend their respect & honour which they are doing.
GEN/BRIG IN CHAIN IN COMMAND ALONG WITH CO OF REGIMENT [WHO IS TRUSTED BY TROOPS ] SHOULD MOVE FORWARD &GO TO MEN GIVE A PATIENT HEARING ,CALM THE SITUATION& ASSURE YOU WILL TREATED WITH RESPECT & ONLY GUILTY WILL BE PUNISHED AS PER LAW OF LAND .THERE AFTER DISBAND THE REGIMENT. ENSURE NEAR BY UNITS ARE NOT EFFECTED .AVOID MAJOR MUTINY/REVOLT
