Hundreds of officers leaving armed forces

12 05 2012

Hundreds of officers of the Indian armed forces have been seeking premature retirement due to one reason or the other. Tabling the figures in the Parliament, the Ministry of Defence said 288 officers sought premature retirement from the Indian Army in the last year alone. The number for the Navy and the Indian Air Force was 122 and 183 officers, respectively.

The three services have a shortage of officers. The Army has a shortage of 11,119 officers against its sanctioned strength of 46,614. The Navy has a shortage of 1,359 officers, while the IAF has a shortage of 1,352. One of the reasons for officers seeking VRS is better options available in the private sector.

Corrupt & crooks move up hand & glove for loot . Honest deserving officer are not allowed to go up by these crooks. They make sure col[selection] who should be in hag grade as per 6th cpc [as ias/ips selection reach this grade]is not given this .although air force & navy was in favour, but these general rejected due to selfish gain. Even now col[selection] is not in hag scale where as in ias/ips even a time scale reaches lt gen scale. Col[s] is a commanding officer of troops ,the highest officer in direct contact with troops. If his morale is in boots these general will be rest assured can not win any war. See kargil war[ it was not a war as two armies never came face to face] it was re-control of few posts & 9 plus divisions were moved. Corp cdr playing golf, coas roaming in other countries ,col & below getting killed.what these corrupt general will do in full fledged war.

It is sad but true. It is worthless to serve in the armed forces today. There was honour and class at one point of time. Today, it is a shame

POLITICIAN & BABUS HAVE BROUGHT ARMY TO THAT LEVEL WHERE IT IS NOT WORTH WHILE TO SERVE
THE ARMED FORCES WERE PAID HIGHER PAY & PENSION [PENSION USED TO BE 75 % OF PAY, AS APPLICABLE IN OTHER COUNTRIES] NOW THEPENSION HAS BEEN REDUCED TO 50%
The uniqueness of the armed forces as distinct from the other Govt servants, the concept of military pensions was historically better and different from that of the remaining Govt Servants. However, this was arbitrarily and without any justification changed by 3rd CPC in 1973.
Ex Servicemen Discontent is Disturbing. “The Committee is distressed to note that the defence personnel of our country have returned their service medals to the President of India because of the Governments’ apathetic attitude towards them. The Committee felt that such alienation should not recur and their legitimate and fair demand of ONE RANK ONE PENSION be accepted.
The Defence Personnel have suffered thrice over[THREE PAY COMMISSIONS ERODED THEIR PAY/PENSION/STATUS ];
They were denied their system of Military Pensions, (the pension of Defence personnel were reduced while that of Civilians Counterparts were increased. The highest pension of civil servant till 1970 was Rs 416.50 Pm/- while that of Chief of the Army Staff (COAS) it was Rs 1000 Pm/. In 2006, pension for both is Rs 45000/- pm, which means while the pension of Defence highest rank has increased only 45 times, that of civilian highest rank it has increased 108 times). THE COL [SELECTION]/BRIG GOT MERE INCREASE OF 30 TIMES. There is just no justification for the same.

The Government accepted the recommendations of Sixth CPC and granted the NFU to Organized GP A Services .BUT DENIED TO DEFENSE SERVICES A HEIGHT OF DEGRADATION OF FORCES
Moreover, this issue must not be allowed to linger till 7th CPC for resolution  .ELSE LOT MANY SURMOUNTABLE PROBLEM WITH IN ARMY WILL SET IN & command& control will be face multiple problems. DISGRUNTLED ARMIES IN WORLD RESORT TO MUTINY. THANK GOD OUR ARMIES ARE BEST IN WORLD & WILL NEVER DO SO. HENCE KINDLY BE GOOD TO ARMY & LOOK AFTER.

ALL IAS & IPS OFFICER RETIRE IN SUPER TIME SCALE, BUT IN ARMY COL[SELECTION]& BRIG RETIRE IN MUCH LOWER SCALE AND DENIED THEIR BAIC FUNDAMENTAL RIGHT OF EQUALITY[ INSPITE OF DIFFICULT WORKING CONDITION IN FAR REMOTE AREA

THE BULK OF ARMY OFFICER RETIRES IN COL [TS] RANK & BELOW.SO IDEALLY THEY SHOULD BE IN SUPER TIME SCALE.
COL [SELECTION GRADE] SHOULD BE ABOVE SUPER TIME SCALE, SO IS BRIG, BUT IN REALITY IT IS NOT SO. THEY ARE BEING PAID DEGRADED PAY & PENSION

It is pathetic to serve in the armed forces today as the shameless politicians and the babus guzzle away the nation’s resources at the cost of life and limbs of the men and officers in forces. These f*****s should be shot. The nation does not deserve the commitment and selfless devotion of the armed forces

There are always a few black sheep in a herd. But it cannot be given a general term. What about so many Generals & other officers of the armed forces who were court-marshalled for irregularities, corruptions, land grabs which are talks of the town these days. Full stories of such cases have even been published by the “Indian Military News”. The views expressed like the above are only from the frustrated officers who retired long time back. The nation has given lot more to the armed forces as compared to the other civil services. The Civil service personnel donot get Petrol pumps, cooking gas agencies, CSD Canteen facilities, cheap liqour, quota in government employment, and much much more. Therefore, your comment that “the nation does not desrve the commitment and selfless devotion of the armed forces ” is nothing but anti-national activity and which is circulating the fear & terror among the young ones desiring and longing to join the armed forces. Our judiciary is very strong will take care of the shameless politicians and the babus and the corrupt army officers equally. So be enlightened.

I just retired a year back and I do not agree with your views. If you are suggesting to remain content with 10 bottles of liquor and few thousands worth csd items for the sacrifices made, you are greatly mistaken sir. Most of the government servants loot the exchequer and the common man all through their carer which most defence personnel do not do and hence a better deal is justified. I have been an assessor in the selection system and let me assure you in most cases, only those who do not have any other option available are looking at the Armed Forces. Hence there is no terror of sorts is being perpetuated. These good for nothing will still join and they will be selected to keep the numbers in place. Await my full article on the lowering standards of Intake in the Officers’ cadre on http://www.daretheevil.blogspot.com

You have shown your non-acceptance of my views. You have to be realistic. The armed forces are also Government services. Accordingly you accept that even the top armed forces officers are also looting the national exchequer which is true as many General & other officers have been taken to task by the services & also by the courts. You are getting so many concessions even after the retirement which are not available to civil services. Everybody wants to enter the best of services first and then take other chances. Whosoever joins the defence forces, have to be used for the purpose for which they were taken in service. Sacrifices are made by all the services. How many people have sacrificed from more than millions defences forces over a period of 65 years of independence ? Thatway, police personnel & para military people also fight against the Naxals, maoists & other unlawful organizations and in the process lose their lives. Army & other defence forces officers & men are leaving because they have earned their pensions & other lifelong facilities for them & their families, and then use the experience to go to the private sector. I think you also must have tried to enter the civil services first, if eligible & when you didnot succeed you offered to join the army. This may be your personal experience but their are hundreds of very good people whose first choice is always Indian armed forces. I have already mentioned elsewhere that more than half the armed forces are serving in peace areas of India. Even the once field areas have become family stations. The armed forces are disciplined people & by leading a disciplined life does not mean that they are hard pressed. It is only because of this disciplined training that the private sector wants them. To get a better deal, it has to be reasonably & perfectly justified.

Sir, most of peoples like me agreed with your comments! Army or Armed forces have to look their “Shahab kind of attitude”… still living in British era of colonialist mindset. I am fail to understand why officers in armed forces complaining and comparing civil servants/bureaucrats?? Civil servants/bureaucrats serve peoples with economically and socially to the length and breadth of this nation. Please think of millions of ordinary Indians who lives without basic amenity leave alone respect from authorities. An officer in armed forces gets spaces posh cantonment areas, subsidies facilities, medical/educational facilities etc. It is easy to serve under a closed knitted organization (like army) rather them serving under some filthy politician (think of those bureaucrats’ who try to balance society through development, integration etc.).
The word called selfless services honestly speaking , slowly fading away from armed forces ethos, a ordinary soldiers are today become helpless servants of these officers. Please do not compare serving the nation with PAY/PERK/PENSIONS OR PAY COMMISSIONS.

SHORTAGE OF OFFICERS AND YET THE MILITARY COMPULSORILY RETIRES SHORT SERVICE OFFICERS :
Why is the Armed forces reluctant (Violating human rights) to retain the willing short service commissioned officers who want to continue in service ? . It is a nexus of ex-NDA top brasses &their courtiers who want the pyramidal base wide ,so that their own kind who are not competent also can grow to higher levels of incompetence.
The SS officers have also gone through the same rigorous selection process and training and upbringing as that of an NDA etc . If you can’t chuck out a young regular officer based on the criteria of ACR , why the willing to continue – short service officer is chucked out after 5/10/15 years without any pensionery or other benefits. ? It is in humane. Which other Central government civil department can throw out its employees after 5/10/15 years ?
It is high time the people of the country/ parliament/people’s representatives take serious note of it when the Armed forces sheds crocodile tears by saying that they have shortage of officers. It is unfortunate that due to restrictions on Fundamental rights ,the SS officers cannot form unions/Association to put across their legitimate demands.

Let us all very clearly understand it is no more colonial Armed forces. It is the Armed forces of a democratic country. You can no more be biased against short service officers since it is violation of human rights.

IN NUTSHELL: RETAIN THOSE WILLING SS OFFICERS TO OVERCOME these so called shortages.

SS OFFICER IS SHORT TERM FILL AT YOUNGER LEVEL AT THE STAKE OF QUALITY. THOSE FOUND SUITABLE ARE GIVEN PRC. THE GOOD QUALITY OFFICER ARE REQUIRED AT HIGHER LEVEL OF SERVICE[COY CDR,CO.CDR] THE LIFE OF TROOPS IS IN HIS HAND .A BAD LEADER WITH HIS POOR DECISION MAKING WILL NOT ONLY PUT TROOPS IN DEATH,BUT WILL CREATE AGONIES FOR THEIR CHILDREN. IN ARMY THERE IS NO TAKE & IT IS NOT A CHARITY ORG.SHORT TERM IS ON CONTRACTUAL BASIS & NO VIOLATION OF FUNDAMENTAL RIGHTS. SEE HISTORY OF GOOD SS OFFICER NOT ONLY THEY GOT PRC BUT HAVE BECOME COL/BRIG & GENERAL .IF YOUR WORTH YOUR SALT YOU WILL GET PRC NO ONE CAN THROW YOU OUT.
BEST OF LUCK

Post WW II & Post cold war era and further globalisation has significantly diminished the nationalism and patriotic values worldwide. Our military definitely not getting the pay and honour it deserves. It also requires reforms at every level in view of rapid transformation in all field.

Historically if we see, always the maharajas, the princes or the Senapatis used to lead their forces in the front. But NOW in the present context, the commanders sit back and the poor young soldiers are always in the front to lay down their lives for the nation. The Commanders like the Generals, Brigadiers Etc. always go their when it has been made safe for the. What a pity ? The Wars are mostly won by the lowest ranks but the rewards mostly go to the Officers sitting back.

After 15 years of hard work, subhuman living, separation from family, tolerating all non sense/humiliation,strict discipline/forgoing fundamental rights etc if you are told that you are no good for further promotion not even for NFFU enjoyed by all civilian officers you have no option but to quit.

why to leave? for all your plight your own COLs and Gens are responsible.
No one from the civil gave you all the trouble to you. Stay in the organisation and try to sort out your own COLs and GENs.

Why not! Every one has a right to correct his mistake. ‘Der aye durast aye’! Once up on a time serving in the army had both pay and prestige. Then pay was taken away but one still had the prestige. But in last thirty years while the officer and soldiers have given their lives to maintain unity and integrity of India, their pay has been stolen and prestige denied by the Government. Today they are denied Rank pay despite Supreme Court ruling. They are denied Non Functional Upgradation which has been given to all other government Group A officers. They are pilloried and denied right to free speech in name of discipline even to protest against blatant injustice.

There are two types of exodus from armed forces. One type, who have improved their educational qualification, gained experience and globally employable and the other who could not get time scale promotion so that they want to take their pension and leave for better future outside.

they have to leave. if you tell an officer at his age of 38 years that you are of no use now and keep humiliating him everyday what should a self respecting man do?

Poor pay & pension, tremendous down gradation of inter-se-seniority ,difficult working in worst areas sub zero, extreme desert, thick jungles, away from families. Babu’s [who were once junior in inter se seniority]sitting in metro in air conditioned office’s with host of perks. Prestige army down graded by few corrupt general’s.The working environments worst then peon,so people are kicking off & no intake from princely families due to poor respect & regard. Quality & quantity is going down.
