The Indian Army’s Officer Crisis

India today has plenty of distractions: ministerial scandal, Maoist insurgency, Kashmir unrest, spiralling food prices, non-functioning parliament. But a deep-seated problem gets overlooked: “the officer crisis in the Indian military”.

That’s the title of an article by Indian journalist and scholar, Dinesh Kumar, in the most recent issue of the academic journal, South Asia (vol. 33, no. 3, December 2010). It deserves wide reading.

Kumar is not an other-worldly academic or callow graduate student. He was defence correspondent of the Times of India for nine years and resident editor of its edition in Chandigarh, once the heartland of Indian military recruitment, Punjab and Haryana states. He has just finished a PhD dissertation.

There is nothing secret in what Kumar reveals. The facts are public, but they are unconnected and few people are thinking about them. The Big Fact is that the officer corps of the Indian Army is about 25 per cent under strength. Voluntary armies often face recruitment problems, but the Indian Army’s predicament is striking. US officer-training academies have been able to hit 95 per cent of their targets in recent years; the Indian Army could manage only 66 per cent of its officer- recruitment target in 2007-08 (Indian Air Force officer recruitment was 11 per cent below target; the Navy, 17 per cent).

In the 1960s and 1970s, a career as an army officer was seen as rewarding and glamorous. The brother of a friend with whom I taught school in Chandigarh in the late 1960s had been promoted to major during the 1965 war with Pakistan. He was barely 30; his family was immensely proud. And there were perks. In old, waiting-list, quota-raj India, the major was the first in our circle to acquire a motorbike, the result of a military quota.

However, in the 20 years since 1991 and the unleashing of Indian capitalism, the attraction of the military has fallen away. Kumar tells us that the last public survey attempting to gauge the popularity of a military career was in 1995. It revealed that among career choices, “the armed forces rank at the bottom”.

There is more money and comfort to be had in scores of other occupations. Kumar tells us that a junior officer now starts on a salary of Rs 325,000 a year (about US$7,100 or S$9,000). A bus driver in Singapore starts on a salary about one-third higher. Little wonder that enterprising young Indians choose to take their chances elsewhere. And experienced officers are leaving for more attractive opportunities. Kumar says that ten of the colonels selected to go to the Army War College in 2008 declined because they did not want to accept the condition that they commit themselves to a further five years of service.

As warfare and security operations become both more technical and more dependent on intelligence (with a big and a small “I”), the need for highly trained and motivated officers grows. Without them, a large standing army can become a large and unruly white elephant.

I am disappointed although not frankly surprised of the issues saliently put forward by the author in this article. The article clearly raises some fundamental and systemic problems facing the armed forces, particularly within the army cohort on the basis of the statistics furnished by the author.

Recruitment in the army has been considered for some time by the fraternity a deep rooted dilemma for reasons far more alarming than perhaps we care to accept. Over the last 60 years or so following independence, Indian minds have conflated two distinct points: pride and loyalty with competence. History tells us that during the independence movement and for a short period thereafter, there was a source of pride and inspiration embedded in many Indians, and following the expulsion of the British, our armed forces became a very important (yet blunt) tool and cornerstone of Indian society. Nehruvian policy did not help however in the post independence era, as it required the disgraceful and unavoidable events of the sino-indian war in 1962 for the government to strengthen its forces and re-ignite pride even if it was to merely exculpate their own failures. I agree with the author that in the late 60′s and 70′s there was genuine passion and vision amongst the military officers, and a desire amongst our youth at the time to join.

In my experience as an outsider but one with strong family links to senior military personnel there is one aspect more than any other that causes my blood to boil and ocasionally spill over, and that is one of arrogance. The level of arrogance is invariably deep-seated in many army officers of today and in my humble view is wholly corrosive. There appears to be no sense of humility amongst army officers. Army should be considered more than just a career – it is a way of life, a calling, and there should be a strong bond between them and society, a “covenant” or “contract” – a phrase that is often used in military circles. For Indian army officers, the achieving of a certain rank and position in society is of paramount importance. Warped in the erstwhile British military culture is not a way forward! In my view the typical Indian army officer today (and possibly previously) exists in an artificial bubble far removed from reality. He lives a ”high life’ of extravagance, is bombastic by nature and unnecessarily loud and unintelligible in army substratum. Whilst other parallel forces have moved forward and recruited the most competent and passionate personnel to lead, India with its vast army of 1.2 million in number remains trapped in a cloud of mediocrity – the army is not fit for purpose, a subject that I would like to leave for another day.

The army has been considered by Indians recently as a poor alternative – an alternative and last resort career should other career pursuits dematerialise. It is clear that the army does not recruit from a high intellectual pool. Indians who possess a reasonable degree of intellect would understandably spend their endeavours on selection for the civil services, private multinational conglomerates by doing courses such MBAs from abroad (or one of the IIMs), professional qualifications such as medicine, engineering from the IITs or accountancy. Others who are a little light on intellectual ability perhaps may want to go abroad and try their hand on other sectors. Despite the increase in salary and best efforts to align themselves with the likes of the civil service, there is something distinctly unattractive instilled in today’s Indian young society to enrol in the armed forces. The lack of emphasis on the true meaning of joining the army, defending the realm, and the inclusion of high standards in recruitment has meant that India has sadly lost the benefit of having truly great military leaders in the last generation (or two), leaders that can confidently sit amongst peers and government and play a meaningful participatory role in India’s defence strategy. Too often the Indian army has been led at the highest level (and below at regimental level) by arguably averagely educated army officers who have lacked foresight and imagination.

in a Railway even a Chaprasi will get good chance to improve their career , why cant you do with your army and let that trained poor personnels should get a good chance to come up

SoRrY for my late comment but still there are people like me who think the career in armed forces prestigious and not just looking at the perks.But am so unhappy that the selection process in which i participated was not at all pure and transparent.The chief of the selection officers appeared on the front page of leading newspapers committing corruption .HOW can he be select a CANDIDATE like me who is always keeping in mind the goodness of being part of this mighty organization.

the process is very unclear…
sometime i feel, today, in all sectors, whether it be armed forces or civil services, the selection is made of the candidate, whom the recruiter thinks that, s/he will not hinder in the current process; will not raise the voice against malpractices; and will come to same level of discipline as the existing officers are….
And even if some good person is successful in dodging the recruitment system, s/he is not allowed to live up to himself; and either forced to leave or come to terms with the guilt.
I am tired of clearing written exams of varies Govt.services… sometimes, I feel its better to remain in a job of software engineering,,, earn good money, enjoy life, and let others go to h**l!!!

Dear Reader,

Why the Officers categoriesd are making false statement on Officers too shortage in Indian Armed Forces (Indian Army, Indian Navy, Indian Air Force) which totally baseless and waste comments. According to my experience in Indian Navy I found that Officers are really enjoying like any thing all poor sailors are working too long period during these times the Officers are watching TV, Video at Wardroom . If poor sailors wishes to proceed to out side or to stay with families to fulfil their requirement then their secure will delayed by the Officers most of the times sailors are not permitted to visit family also with silly reasons. The shortage of Officers is totally baseless and self created propoganda to gain some thing from Government more and more. In most days they are conducting parties with the help of Ships Welfare Fund(Actually it means for Sailors welfare) but it is totally expended by Officers and their ***** families ************.

Now a days no young boy/man do not want to enrol in Indian Armed Forces either as a Sailor or an Officer due to lot of vacancies and scopes are available at civil side with better pay and perks. These ****** Officers do not have any time to see the real problems of Jawans/Sailors/Airman category but these ******* want more and more.

Dear Collamba…
Its nice to see your Views regarding Army. There is no doubt Army is being called at the time of Crises. But do you know why they are called to do so? Coz they are having the resources and man power,which is being maintained of tax paid by these civilian guys. Its more than the decade since that Kargil War- which was result of our inefficient Armed Forces.
Why Army people keep on crying that they are doing this thing or that thing for country? Dear Sir at the end they are being recruited to do those things only.
Look at the risk the electricity department’s line man take while climbing on the electric poll? Should he also demand galantry award for that?
Now you are comparing IAS/IPS officers with army officers, For which the comment posted by Mr. Dharam will be more than enough.
Even a illitarate person can tell you who is more superior!
So no comment on that…
As far as your pension issue is concerned, defence pensioners are already well paid. And even the salary these people are getting is more than they deserve for!

The point why army is called because they are well equipped…
Go and check the house of Govt. quarter given to Inspector in police… and compare it with the quarter given to the some lower rank armymen… u will get the answers…
Also, its not the Officers who get killed the most… Its the non-officer rank, who get killed… Increase the salaries of them, not to officers…
Also, please don’t compare IAS/IPS with Indian ARMED FORCES… Think of the political pressure under which u work on…
Except posted in critical area/field (like, some mission, border area, etc); an army officer even enjoys 8 hours of working hours…
Where as, an IAS/IPS is responsible for even 1 death due to accident in so called peaceful area….
(eg, one of my friend is pilot in Airforce.. he enjoys weekends, outing with friends and just 8 hrs of duty…. whereas, other who is working as IRS, works for 14-16 hours and works on sunday too to compensate understaffs and workload)…
I think, salaries of low ranked armymen (below the rank of officer) shall be increased. Aldo, the salaries hall be given to officer based on posting. If someone posted on border shall be given salary 3-fold of existing salaries… and someone posted in comfortable zones, their salaries shall be 50%…. because servicemen gets lot many benefits then their civil companions…
AND PLEASE DON’T SAY THAT DEFENCE FORCES IS CORRUPT FREE…. ITS AT PAR WITH CIVIL SOCIETY…. THE ONLY THING IS, BECAUSE OF SECURITY ISSUES, ITS NEVER HIGHLIGHTED…

Yes there is real shortage of officers in the armed forces as at any point of time 25% are on leave including study leave, another 25% engaged running private ventures like URCs, Nurseries, Schools/Colleges, super markets, Malls. out of balance 50 % ten percent are on temporary duties for their own purpose, 10 percent admitted in hospitals. And of the balance 10 percent are on Golf duties. There is real shortages as armed forces in addition has to organise republic Day Parade, Independence Day Parade,Army Day , Navt Day, Air Force Day, Kargil Day, 1971 war day, raising day , regimental day , Corps day. In fact there is a requirement of a DECORATORS corps that is required for the armed forces to celebrate each day of the year in the name of some day. There is plenty of non-public funds with them to celebrate. And there is therefore a dire need of many more officers to celebrate each day of the year.Incredible India.

I fully agree that Indian defence forces have become really dirty and rigid service…I had been selected as a sub-lieutinent in Indian Navy,Engineering officer cadre and had joined the service training.I was initially very motivated to join defence and had left a job in civil..but after 3 months of my training I realized that there is no respect for anyone.The heirarical structure of Indian defence is really depressing for officers and most of the people just join defence to get a job as they feel that they would not get a job outsite etc etc.The senior-junior system of defence has become so dirty that many people were extreamly frustrated with it….I had realized that a job in civil was much better than to always be under supression and seeing everything I had left before it was too late for me to leave…Indian Defence really needs a big renewal of system……no offences to anyone or any serving officer..its just my experience.

Actually defence forces always requires slaves with slave mentallity. Else you can see the Generals would not have kept playing Golf before Kargil and juniors would not have only polished the bosses. But at the same you need a slave only to give up his life and ask nothing in turn so some times SSB is unable to detect the correct chap with slave mentality they get frustrated once they get into services. Otherwise just see how the chaps with yess boss mind can become COLs and GENs easily in army.

Army needs a hardsell today in its recruitment policy. There is a massive shortage of officers in the army and the talent today is opting for the corporate world or the civil services , as obviously (and more pragmatically) patriotism and a sense of righteousness are values that the youth of today ranks lower than money and power. Army often is the last choice for youth who fail to make it anywhere, be it in the corporate, hospitality or other Government branches.
The youth today is also sharp and incisively calculative. They are very much aware of the steep pyramid that exists in the Armed forces. While an armyman may only become a Lieutenant Colonel after 13 years of service , his counterpart is looking at unlimited growth potential available to talented youngsters and looking at the post of Senior VPs or Joint Secretary.
Added to this is the field tenures that the armed forces personnel have to go through ( The Air Force and the Navy are somewhat better off in this regard). No one wants to risk it in Counter Insurgency or in cold, inhospitable mountains where there would be long spells of isolated duties coupled with lack of basic amenities, not to speak of extended separation from families, and leaves dependent on availability of replacement by another officer & mood of a whimsical commanding officer who would bring out a hundred and a one reasons as to why one should go on lesser leave, in the name of operations or the flimsy commitments.
As of today the Indian army & the government needs to wake up and see the writing on the wall. The shoe pinches the most where there is a dire need of leadership, in the lowest ranks. The Captains and Majors are the real workers in the army leading companies, squadrons and batteries. To add to the woes of the Army many in this bracket are opting to leave the force prematurely and are going from strength to, strength in the corporate sector. There is no satisfactory policy of a Golden Handshake or lateral absorption in the Police, Paramilitary or the Civil Services that would attract talented youth from across the country. The tarnished images of the Army brought out by scandals like Adarsh or Sukna (with the media, both print and electronic – spicing it up with epithets like “Booze Brigadier” or “Ketchup Colonel”). These facts don’t make the Armed forces an attractive proposition for the youth of he country. tey are talented, capable and drive by a passion to excel – just the material the Armed Forces require as leaders. However the very real impediments as mentioned earlier are getting the youth to turn away from considering the Armed Forces as a creer option. In such a case , if the Army is resorting to more visibility through granting honorary commission to the famous, like Kapil Dev and MS Dhoni, it may be desperate measures, but in the highly unimaginative style of the top leadership they feel they are doing the right thing.

Every Organisation in India is crying that it is not having the talent, the talent is somewhere outside. And such cry from army is not new.
No one will ever understand why Army is facing Talent Crunch? It will be helpful for all of us if u elaborate the talent requirements of Indian Army!
Do they want intelligents like NASA scientists to do research?
Or they like intelligents like IAS/IPS officers to Administer Civilian Governance?
In Army i dont think that any captioned sort of activity going on. Army officers just make this hue & cry to fetch themselves a good salary, which they successfully did during 6th pay commission with the help of Media.
Army is already having a good pool of officers and is already paying huge salary to its officers even more than IAS officers.

first of all for god sake dont compare the selection process of ias, pcs like civil services with indian army ssb or selectionsystem. the army ssb must never be put on par with civil services. the civil servants needs herculian efforts in getting selected but army ssb stands nothing infront of it. an army colonel or brigadier stands nowhere in intellectualism as beaurocrats have.

The crises of officers in Indian Army is self created. They dont want a person of high knowledge and interested in doing job. they are interested in only brainless and ‘Yes Sir’ type youngmen who can do anything for their boss to make him happy and getting promotion. Elsewhere they can give opportunity to the JCOs to be promoted upto the rank of Major/Lt Col as like a civilian person enrolled in Company can promoted through his departmental channel upto the rank of officer but in Army they never promoted though this channel even after their meritorious service. In 6th CPC they increased they payment by showing this crisis by the payment of Jawans is increased at very less rate.

jawans who are 90% do not work, only 10% of officers only work, officers get all PVSM AVSM SM, MVC PVC etc, so long as officers are concerned, they think jawans should not be given salary even.

The thing that our officers cry is all fake.they do it for the purpose well known to them.take the case of the NDA or CDS asspirants,or for that sake any other entry to become a class 1 gazetted officer in the indian armed forces,many clear the tough UPSC written exam,a few qualify the stoic SSB, of them a handful pass the medical board and at the end of the day what are they left with:there name featuring in the list of waiting candidates…..I would just like to tell Gen. V K Singh that We have it in us but do u have it in You to take the commision worthy young men and women into the forces who clear the SSB but still their fate is in Army Headquarters.

All this hype created about shortage of officers in army is just because of the mindset of the some officers who are from COL to GENs in indian army. The COLs saheb wants to become BRIG so he can not accept any fault in the party in the officers mess and he would tell the 2IC to stand in the kitchen to ensure everything goes well. this is just and example to what level army officers go down to get good ACR.
Now the point is that why do you require 15 officers in a unit if it can run well with just 3 officers. LIke CO,2IC adm officer all other jobs can be taken by JCOs like police and paramilitary forces. they are also doing well if not (kya pure desh theka

sirf army ne le rakha hai) And then you ask for grade pay of 10000 for every body at the service of 16 years like police. which govt can give this to you. if increase the quantity of officers the the facilities will go down

The Mindset

For what the officers will fight. For the corrupt, power hungry politicians, sycophant bureaucrats and corrupt police..will they deserve to be protected.

I remember a case when the wife of a Major in Indian Army died because of electtocution in the home they were given in the army area. The child a toddler touched her poor mother & died on the spot. Such is the poor condition of homes given to our officers. Will any parent want their children to join the Armed forces? Never.

The officers join the IIM or other B-Schools, and they enmerge as Toppers. Others are welcomed by the Top companies. So there is no incentive to join Indian army. When the filthy politicians are making Lakhs of crores of rupees and sending them abroad, don’t expect the people to join army and die for them

Fully agree with you frnd. I, myself is serving officer and can vouch for this. See the condition of accn in Cariappa Vihar or any where in Delhi Cantt and I am sure that now a days in Civil a fresher from any B school will live in better accn than ours.

Here nobody listen to junior offrs ( Lt to Major) , for adm and welfare they are on last priority but when it come to work in peace or ops in fd than every f…. col and above want that these junior offr should go and earn bread n butter for these red collar’s one.

I am affraid that your comment regarding Army Officer’s Fight against Politician, police is quite kiddish… I think you must be talking about some Hindi Films Story. Have you seen the army officer’s life. The house that are being provide to them? The facilities they enjoy.? The salary they take home? And the Extra funds they make out of Army?
Firstly to become an Army officer all you need is luck or a good jack.
How?
Lets try first in order to get enter in to army you need to take CDS or NDA exam. NDA exam is still holds reputition, but for CDS exam out of 50000 odd participants UPSC call around 9000 for SSB interview, And cut off that exam is around 40%. Now SSB is all your luck because thats a psuedo scientific recruitment process in which you call me judged to have all OLQs at a moment and can be judged to have none at the other.

Lets think that you are not even intelligent even to clear that CDS exam you need not to worry you still have option of getting officer entry through NCC. in which you need not to take any exam.
Thirdly even if you are so poor in studies to clear your senior secondary exam than too you had a change to become officer for that all you need is some back!! get in to army as a Jawan and after two or three year ACC commission will give you stars.

Have you ever seen any of your friend becoming Army officer while trying hard to clear his Bank Clerical exam , which he miserably failed.

Now look at the salary of these lucky guys… They have Basic of 15600 plus Grade pay plus Military pay which is even higher than an IAS recruit ( who must have burnt a large quantity of mid night oil).
In army the Jawans are not there to serve country, but they are there to serve these officers. Every officer in army has got atleast two to three Sahayak (better to call them servents). Who do every thing from cleaning house, polishing shoe to making things for the families of these officers).
Have you seen their houses ? you cannt hope to have that iff u are in civil services.
These facilities are not even available for the Judges in Civil Life.
And as far as corruption is concerned this site has enough sighted examples for that. A colonel with 19 lacs in Truck, Major with 200 crore property, A captain selling diesel and so on…
Even after that you think they are fighting with politicians!!! than they must have been fighting for their pie in corruption….

The biggest mistake of Army is that it is following the path whch some vested interests in media and otherwise, want Army to follow and call every legal act of normal guv procedure legally incorrect as per their (JOURNALISTS) whims and fanncies and create FOR the media, a corruption scandal! NOBODY IN INDIA WOULD WANT TO JOIN AN ARMY WHICH WORKS FOR MEDIA! INDIAN YOUTH WOULD WANT AN ARMY WHICH CAN STAND FOR TRUTH AND SAVE THE NATION AND NOT AN ARMY WHICH ACTS AS A SLAVE TO THE MEDIA !
THE ARMYPEOPLE IN HIGHEST AND JUNIOR POSITIONS MUST HAVE THE COURAGE TO TELL THE MEDIA THAT “JOURNOS ARE WRONG AND IS MAKING A MOUNTAIN OUT OF A NON ISSUE FOR ITS TRPS AND MISLEADING THE NATION”(for all cases where truth is other than what is projected by media)…right in front of the very cameras of media so that the whole nation knws their true colors!

The shortage in officer cadre is somewhere self created. I have been on recruitment drives .A lot of youth is willing to come forward and join the armed forces. I think it requires more publicity in the media.Youth have to be made aware of the procedures to join the forces.School and college children should be taken for visits to Army Bases,Naval Ships and AF staions and have a first hand glimpse.Our Public Relation Officers should try the film industry to make more movies on armed forces. Off late a lot of negative publicity has been received by the armed forces.
If have to make some compromises in our SSBs what is wrong in it.Many times the remarks like OLQ (officer like qualities) have puzzled me.No body is born officer.One is trained to be an officer and we should improve our quality of training.We are more than a decade into the 21century and we should get over our colonial mindset.
I dont think that with money you will get the right kind of material.The youth joining the armed forces have to be mentally and physically strong.Its a profession which requires passion.We should try and ignite that.
I personally feel that many branches of the armed forces should be outsourced and handed over to civilians like Supply Core, Ordanance,MES,CSD …..Actually they are the ones which get us the bad name.Why you need a man with uniform and rank to do this jobs……he can do it in civilian capacity also.

sir, i agree with the fact that the army struggles with colonial mentality and still think they have choices in sellecting people. i was recommended by the SSB board for OTA in march 2000 but was rejected for sub standard colour vision by the army doctor, i appealed thsi decsiion and backed up several civilian eye specialist reporst taht proved i was fit and can join servic ewithour any problem. but waht they are not sure was if teh army will accept this report as they are known to protect their ego mor ethen rightiousness. and as i experienced the same i can now understand what teh civilian doctors said, that how can they jidge correctely when they still us ethe old LARTEN TEST to verify colour blidness when the world is miles ahead of them, thsi put an end to my dream. many like me have face dthe foolishness and indeciveness of teharmy policy makers who don’t knwo what they want. well they they cry foul for lack of officers!!!

The basic problem faced by the army is limitted no of promotions. Because of its structure the percentage of officer getting next ranks is very low. Few suggestions which can be thought of are :-
direct rectrutement of JCO. They should be promoted upto the rank of Lt Col.
More Nos of short services officers to be inducted into services. Assuranced obsorption into CPOs.

Dear Sir,
I agree with you about the short fall in officer count and the apparent lack of interest in the armed forces among todays youth. But having gone through the Army’s officer selection procedure (SSB) 8 times already, I only have to say that it takes 2 hands to clap. The army’s attitude while selecting people into the officers corps as I have seen it is mysterious. One is asked to be onself and do his best in all the tasks despite which he is made to fail. And since our army is still caught up in the days of the Raj, it still seems to believe in the theory of martial races. One look at a wiki article about the same will tell you how underrepresented some states are in the Army. So dont you think the army has to change its attitude too and do something to reward young motivated patriotic youth who have the zeal to attempt and join a service that is apparently being shunned by others?

arun ji the problem is that army wants a 100 percent mentaly and physically faithul slave of baboos and netas of india. By chance if even one independent thinking youngster become COAS mutiny will be ensured the same day so the SSB ensures that any one joining army has the mentality of a slave who has no brains. If by chance few of them gets into army the ACR system where only buttering the boss is required again makes sure that only the faithul d*** are allowed to get promoted

India’s strength, my dear Sir lies in it’s utter chaos, corruption and lack of nationalistic feeling! I ask you, has any invader been able to successfully rule India, while retaining his own identity? In a few generations, all invaders from the Greeks to the Mughals fell prey to the Great Indian Mentality….became ensnared in our corrupt, venal ways…and therefore uniquely Indian! Only the British had the sense to retreat back to their Island shores….did they succeed? No, never. For we have followed them back to their lair, and today the national dish of the UK is a bastard version of our tandoori chicken and the stiff upper lip Englishman a fast disappearing species!
So revel in India…the unconquerable, the unruly, where Might is Right and never shall Truth Prevail!

There is nothing new in the article. India, where widows of our martyrs are begging on the streets due to government callousness, doesn’t deserve any army at all. This country only need power hungry politicians, sycophant bureaucrats and corrupt police. Their nexus is taking the country for a ride.

By the way, our country has thousands of years of history to get bashed up by foreign invaders. And all this due to sheer negligence of our armed forces. As a nation we are used to it. Few odd bashings by China or Pakistan doesn’t bother us much since we are used to.

Who cares !!!!!!!!!!!!
